Policy Statement 2006-02 (PDF)BLC Resolution 2006-02 supporting public participation guidelines for binational water & sewer projects along the U.S. - Mexico border region was adopted at the XIII Border Legislative Conference that convened May 11-13, 2006 in Monterrey, Nuevo Leon. The Policy Statement sets forth various points in order to protect and conserve water resources in the border region while increasing public involvement and participation in the planning process. The Policy Statement supports various concepts to address the current and future energy needs along the U.S. - Mexico border region. Policy Statement 2005-02 (PDF)Policy Statement 2005-02 on Immigration, Border Security, the Repatriation of Mexican nationals, and State and Federal Legislative Cooperation was adopted by majority vote at the XI Border Legislative Conference that convened August 25-27, 2005 in Tijuana Baja California. 2005-01 (PDF)BLC Resolution 2005-01 urges the federal governments of the United States and Mexico to accelerate discussions on the topic of immigration. The resolution also expresses concerns over the current impasse in the United States Congress on practical and comprehensive legislative solutions to address this important matter. This resolution was unanimously adopted during the X BLC that convened April 8-9, 2005 in San Diego, California. 2004-02 (PDF)BLC Resolution 2004-02 supports the formation of the U.S.-Mexico Alliance of Border Coalitions, comprised of non-governmental organizations (NGO's), to coordinate best practices and establish effective prevention strategies to address alcohol and substance abuse along the border. This resolution was also adopted during the IX BLC that convened November 18-19, 2005 in Hermosillo, Sonora. 2004-01 Amending 2003-03 (PDF)BLC Resolution 2004-01 was approved by the members of the BLC during their IX meeting that convened November 18-19, 2005 in Hermosillo, Sonora. The resolution applauds the decision by the U.S. Department of Homeland Security (DHS) to amend the US-VISIT Program to allow Mexican citizens with laser visas, also known as B1/B2 Visa or Border Crossing Cards, to remain in the U.S. without obtaining an I-94 from 72-hours to 30-days. The resolution also urges DHS to continue to work with border stakeholders to ensure the implementation of the US-VISIT Program at land ports of entry does not negatively affect the flow of legitimate cross border commerce. Joint Declaration 2004 (PDF)A joint declaration among representatives of the United States Agency for International Development (USAID), The Council of State Governments (CSG), and U.S.-Mexico state legislators comprising the Border Legislative Conference (BLC), was adopted at the VII BLC in Chihuahua, Chihuahua that convened March 25-27, 2004. The joint declaration reaffirms the support and commitment by and between the signatories to achieve the goals and objectives of the Border Legislative Conference. 2003-03 (PDF)BLC Resolution 2003-03 urges the U.S. Department of Homeland Security (DHS) to hold public meetings along the border to inform stakeholders of the U.S. Visit Program. It requests that implantation of the U.S. Visit Program be delayed beyond the scheduled implementation date of December 31, 2004. The resolution also suggests that DHS consider the expansion of time limit and travel distances for Mexican border crossers with laser visas to be applied equally at ports of entry on both the U.S./Mexico and U.S./Canada borders. 2003-02 (PDF)
