            Professional Development for Legislators

The Western Legislative Academy (WLA) is the premier training program for newer state legislators in the West. Each year a class of 39 is selected to spend three and a half days in intensive training classes in Colorado Springs, Colorado.

The Academy has two goals:

1. Helping lawmakers in their first four years of service become effective, and

2. Building support for stronger legislative institutions.

The Henry Toll Fellowship Program was founded by CSG in 1986,  Lexington, Kentucky on the premise that if states are to meet tomorrow’s challenges, they must prepare for them today. The program serves to equip talented state policymakers with the skills and strategies to meet the challenges ahead. Each year’s class of the top 40 emerging state leaders represents all three branches of government. Although members come from a variety of diverse backgrounds, they share the common goal of improving state governments as well as their personal effectiveness as public servants.
