The members of the CSG West Legislative Service Agency & Research Directors (LSA/RD) Committee met for their annual training seminar on July 9-11 in Juneau, Alaska. The meeting was led by LSA/RD Committee Chair Charlotte Carter-Yamauchi, Director of the Hawaii Legislative Reference Bureau, and Vice Chair Rick Combs, Director of the Nevada Legislative Counsel Bureau.


CSG West’s LSA/RD program provides nonpartisan legislative staff leaders from the western states the opportunity to meet annually to share best practices and receive training provided by guest experts.


At this year’s meeting, legislative management training was provided by former Iowa state representative Scott Raecker, Executive Director of The Robert D. and Billie Ray Center at Drake University. Scott’s training included the role of legislative staff in preserving the legislature as an institution, and how legislative managers can enhance their effectiveness through communication, leadership and teamwork. Building upon Scott’s remarks, Mark Quiner, Director of the Center for Ethics in Government, facilitated a session on managing ethical issues faced by nonpartisan legislative staff.


LSA/RD Committee members shared best practices in hiring staff, encouraging career longevity and professional development, strategic planning, technology and cost-cutting measures.


The LSA/RD Committee meeting rotates annually among the thirteen Western states and will be held in Colorado in 2018.
