Program Purpose


The border region presents an array of governing complexities ranging from term limits to regional policy issues. To cultivate leadership in the border region, the Border Legislative Academy (BLA) offers a one-and-a-half-day program focused on professional development. By bringing together legislators from the U.S. and Mexico border states, the program facilitates cooperative learning and the exchange of ideas to strength leadership and legislative institutions.


During the program, participants will engage with one another to gain an understanding of legislative institutions and the current U.S.-Mexico relationship, as well as learn about cross-border policy success stories, the complexities of border governance, legislative support resources, and how to build a culture of excellence and civility within legislative institutions. Sessions are facilitated by experts in governance and communications, key government officials from both the U.S. and Mexico, and leading academics in U.S.-Mexico relations.

Program Goals


Connect key border stakeholders and legislative institutions;

Strengthen the understanding of the U.S. – Mexico relationship; and

Support border state legislators in becoming more effective leaders


Who Attends?


Legislators from both U.S. and Mexican states are invited to apply for admission to the program. Preference will be given to border state legislators within their first four years of cumulative service. Save the Date


The 2019 BLA will take place September 18-19 in Mexico City, Mexico. Selected participants will be responsible for travel to and from Mexico City, with all other meeting expenses covered by CSG West.
