The Border Legislative Conference (BLC) serves as a binational forum for legislators to exchange best practices and identify policy solutions that address the complex issues along the 2,000-mile U.S. – Mexico border region. The BLC provides a focused and ongoing dialogue among state legislators of the 10 U.S. – Mexico border states that fosters regional collaboration and mutual understanding.

Program Purpose

 

Launched in 2002, the Border Legislative Conference (BLC) is the premier facilitator for ongoing dialogue among the 10 U.S. – Mexico border states. The BLC is a program administered by The Council of State Governments (CSG West) and its regional partner in the South, the Southern Legislative Conference of The Council of State Governments (SLC), that serves as a binational forum for state legislators to exchange best practices and identify policy solutions. It provides a focused and ongoing dialogue among state legislators, non-governmental organizations, agencies, and other stakeholders.

 

Membership in the BLC is comprised of legislators from the ten states along the U.S.-Mexico border. These states include California, Arizona, New Mexico, and Texas in the U.S., and Baja California, Sonora, Chihuahua, Coahuila, Nuevo Leon, and Tamaulipas in Mexico. These members are appointed by their leadership.

 

Who Attends?

 

BLC appointed members, state legislators interested in binational issues for U.S. - Mexico border states and non-border states, are invited to attend.

 

BLC participants are responsible for covering their travel expenses including lodging. Program costs including meeting facility and speakers are covered by CSG West.
